The capability for a person to learn is the assimilation of information conveyed by the masses. The concept of learning is not an individual process, but a series of constructs that society conditions you to articulate i.e. public school system grades k-12.

Curiosity. Enthusiasm. The hunger for knowledge and the need to discover new things. Since Eve took the apple from the Tree of Knowledge. We want to learn and we are designed to learn. From 0-5 you learn more than you will learn the rest of your life. We should never stop though. Learning keeps you alive. Your mind needs nourishment & exercise just like your body, even into old age. Especially then. It keeps you young & vibrant.

Memory is the basis of learning. If you mean physical basis, memory traces are physically in the form of changes in relationships between nerve cells in the brain. These changes are subtle and complicated and occur at the molecular level, but every experience can affect them, and cumulatively, many similar experiences result in us learning from birth -- we learn as infants even without explicit conscious memory because our brains develop with input from our senses.

Consciousness. Knowledge is structured in consciousness. Consciousness is expressed through the functioning of the brain. Depending upon perception(through the senses), one has awareness.
Keep in mind though, that two people will perceive the same thing differently if one is wearing green glasses and the other person is wearing red glasses. How we see the world depends upon our level of consciouness or our awareness.

Learning comes from doing. How good you are at what your doing requires CERTAINTY. The more certain you are on your information or the task your doing, the more you may be considered to be skilled in that field. Info is not KNOWLEDGE, CERTAINTY is. This then requires repeated action/doing.

1/ the 5 senses we possess, without them we cant recive information.
2/ ignorance, without ignorance, you know everything, therefor you cant learn anything.
