The difference between spawning and breeding is:
To "spawn" a fish is to give them the right conditions so they will reproduce by either laying eggs or having babies (all fish babies are called fry) as the livebearers do.
To "breed" a fish is to actually fertilize the fish or eggs yourself, which is obviously not possible. (although cattle "breeders" actually do inseminate the cows themselves using bull sperm)
The two words have come to mean the same since they have been used by people who don't know the difference for so long that is really doesn't matter anymore. You will find that people who use the word spawn are typically a little more knowledgeable about fish than the people who use the word breed.
