This seems a lot like the situation in Yugoslavia / Serbia / Croatia where the conflicts were oppressed by an oppressive government. The Sunnis and Shiites were not in conflict physically due to the rule of Sadam who maintained the area through force and psychological means.
American troops are not able to control it because the violence is promoted from outsiders such as Iran and Syria who provide weapons, money, and support to the extreme members of the parties. Along with that we get practically no support from our supposed allies for maintaining balance and peace. Countries like Russia, Germany, and France have financial interests in the region which keeps them from supporting us and are likely supporting the other side to some extent.

The Shiites had very little power under Saddam. The Kurds were being slaughtered. The world made a fuss over Bosnia,but didn't give a damn about the Kurds being cleansed. Perhaps because it's un pc in the media's eyes to verbally attack muslims killing muslims.

Because both sides were not allowed to fight each other. Sadam Hussain's army prevented it. Now there is no more army in charge, so we have a big mess. Reason why? The people of Iraq felt that we invaded their country. Of which we did. The people of Iraq want us out of their country. Of which we ignore.
If Iraq had no oil, we would never have been there.
