and why when you turn it (and the car is off) it locks??

Steering wheels are made with a core of steel (like a ring) and a covering of plastic or other material (could be leather for example). They lock so that the car is more difficult to steal. When you remove the ignition key, a pin pushes into a slot inside the steering shaft.

the locking is a security measure so you cant steer the car with out turning the key so you cant steal it..and the steering wheel is made of a ring of metal surrounded by plastic..

steering wheels have steel in the center and plastic on the outer, there is a mechanism in the column that locks it, there is a round plate with slots in it, that a spring loaded pin flips up and locks it through one of the slots.

they are usaly steel and ruber they lock when the key is not in them to help prevent theft it hard to hot wire a car and drive off if you cant turn the wheel
