If your talking about the Lord of the Rings novels/movies or in dnd Definitely dwarfs. They are easier to get along with as opposed to elves who can be condescending and stuck up. And they are better fighters, immune to poison and resistant to magic and also have unrivaled knowledge of stonework and can easily find hidden doors. They also have dark vision and can see in the complete darkness while elves only have low light vision and still would need some small form of light such as the moon. In a fair fight a dwarf would win. Aye lad!
Man I know to much about this....

Depends upon which form of Dwarves and Elves. Dwarves could be fun. Have enjoyed knowing some little people. Dwarves of the Dwarvish Kingdom can be warlike in a Tolkien form. Elves are interesting and in the Vertigo universe quite beguilling. Not sure if I would want to meet a real one, or one from Grant Morrison's Seven Soldiers. Watch out for the Dark Elves, they are evil. Becareful with the Fey. Santa's elves are not a problem.

My vote: Elves.
Elves are immortal, but can die in battle or by a desolation of the spirit, but generally leave the lands of Mortals when they finally grow tired and bored with the world after thousands of years. They sail to Elvenhome, a vast place magically connected to the mortal world by a path or trod that only the Elves can find. Dwarves by comparison are much like Men in how they react to ageing, even though their lifespans can reach four or five hundred years. The Elves love the world and its delights, but do not feel the deep connection to it that mortals do - they are in the world, but are not of it. Dwarves are of the world, having been fashioned in the beginning from the dense rock that lies at the roots of mountains. They are Sons of Earth, therefore superhumanly tough and physically dense, able to withstand incredible punishment and shrug off most minor wounds as if they were nothing, but if you drop them in water over their head they sink like stones and will drown. Elves are Sons of Fire and are therefore less physically dense, able to stride across the top of fresh fallen snow without sinking in, and have superhuman dexterity and agility, able to dance and dodge out of the way of most attacks and to initiate lightning fast attacks of their own. Where a dwarf may take several hits while bringing his heavy axe or hammer to bear, he really only has to hit you once to crumple you, whereas an elf will dodge incoming attacks until the right opening presents itself and then unleash a furious flurry of strikes designed to cripple or seriously wound an opponent, and then back off while the foe weakens or bleeds to death.

Dwarves. Elves always came across to me as elitist and snotty.
