I got him from a pet store that didn't handle them at all. He's almost five months old.

He will let me pet him and feed him treats but he will do everthing he can to get back into his cage. I've had him for almost a month now and no changes.

If he is afraid of you then you need to show him that you are not a threat/predator. When you feed and water him, keep your hand in the cage for a few min and see if he will come up and sniff you, if he comes closer to sniff you resist them temptation to touch or grab him and just keep you hand still. If he doesen't come up to you then try again every day and more than one time I day if you can. Don't give him free choice food instead feed him 2 times a day so he will get exited when you come. Make a kissing sound with your lips every time you go to feed him, he will soon learn that the noise means FOOD! Bring him tasty things like tidbits of fruit and vegetables, a few sunflower seeds (my rats love this!) if he turn his nose up at them, don't worry when he does give it a try on his own he will like it. When he starts to show some confidence you can try feeding him food from your hand (make the kissing sound) don't force your hand to him with the food, instead alow him to come to you so he doesen't think your a threat. When he starts to eat from your fingers and hands things should move alot faster from here.

so what is the problem? Does he bite?
I would allow him some space to get used to his new environment. You could also feed him directly several times a day instead of just leaving food out. That way, he can associate your hand with something good.
After a while, begin to pet him gently - just stroking his back or head with your finger (careful).
I'm sure he'll get more familiar with you after a while.

Just let him come to you. Sit close by and leave the cage open. Eventually he'll come on over and check you out. It helps if you put a treat in a pocket.

Rats are very social creatures and since there's no other rats around he'll warm up to you given time. Talk to him gently, stroke him, feed him treats (they love cantalope melon). stuff like that.
Sad that he wasn't handled when he was younger.

Give him more time and don't give up hope. Keep up what you're doing, you seem to be doing good so far.
