It depends on if you were planning to eat there but upon seeing something it disgusted you to the point of walking out. Like poor service...took forever to get anyone to help you or seening someone handle garbage then go straight to making food or seeing someone sneeze on the food. These would not take me eating there to make a complaint. But if you have never actually been there and are just basing your complain on rumor or gossip then no it isn't okay to complain. I personally have complained to the manager of a fast food place after seeing someone handle food directly after seeing them change the trash liner and not wash their hands. eeww-I decided not to return to that chain for quite a while.
