Ska is a punk rockish type of music that derived from Reggae. Reggae is more of a spiritual music, and Ska is more of a let's go out and skateboard music.

Reggae and ska were both "born" in Kingston, Jamaica. Reggae is a much older music form, and has a much slower pace. Both forms use "bubble and scratch" guitar riffs.
Although ska music was born in Jamaica, other than a few hits (the most famous of which was Desmond Dekker's "Israelites"), the music form was really revitalised in the UK in the late 70s and early 80s by bands like the Selector and the Specials, and later Madness and The Beat.
The heavy version of reggae, as popularized by the likes of Jah Lion, etc is known as "dub". Another form of reggae, as popularized by the likes of Gregory Isaacs, is known as "lover's rock".
Now, the main difference for me is the way you dance. Dancing to ska involves a lot of movement and bopping around. And reggae - well, you dance a lot slower, if at all.
