Yes, they carry a debt. Like almost every business I've seen, an open debt is essential for cash flow reasons.

Go to world bank website, or IMF to find out short, and long financial shape of the country the numbers will give you a good idea. Ususally most days goverments will provide those numbers because they need transrpracy to attract investment into thier countries.
