Cartoony Effect for Pictures?

Sometimes when you save pictures of paint to a different type of file (i.e. from jpeg to gif) it changes the picture so it looks like it's cartoon. does anyone know what to save it to to do this? I've done it before but I dont remember..thanks a bunch

Hi. Usually that means the picture has changed to a lower color resolution, like 256.
