You would be far better off to get a laptop that comes with Windows XP and a free upgrade at a later date to Vista. Why you ask? Their are two very solid reasons.
1) Every version of Windows since 3.x has been rather flawed at initial release. Windows XP is still up to date and is a proven and stable operating system. Run XP until the initial major issues are worked out. You'll pull out less hair that way.
2.) The manufacturer will have to send you a Windows Vista Upgrade CD. As most computers only come with drive imaging recovery Cd's, or worse, the info on your HD and a little program to make your own recovery Cd's, having the Win Vista Upgrade CD will be a godsend. A Windows upgrade CD is basically a full O/S CD that just wants proof that you owned another appropriate version of Windows first. If you add devices to your system, or ever blow your HD, you'd be glad to have it if you go that route.
I hope this helps. Good luck.

If you order your computer through Dell, they give a free Windows Vista upgrade on your new laptop or desktop. Since it takes time to build, if you order now and choose that option, you won't get the computer till the end of next week whic is after the release date, I should be getting my computer on Jan 30 and I got the free Windows Vista upgrade. Hope this helps. If not, then you can contact Dell @ 1-800-433-9014.
