First, I'd tell my daughter that if she didn't behave I would pick her up and we would leave. Sometimes that would work, sometimes it didn't. If the bad behavior didn't stop, I did just that, picked her up and went back to the car. Then would come the battle to get her into the seat. That was a good deal more difficult. When she was small, like under 2 1/2, I could just force her into the seat with a little difficulty. But by the time she turned 3, this was easier said than done. A couple of times we just sat in the car while she had a temper tantrum - I just waited patiently until she calmed down and got into her seat by herself.
Luckily, the public temper tantrums only happened a few times. My daughter is 3 1/2, and she is much better behaved in public. The most important thing is not to give in, otherwise the child will learn that you can be manipulated through bad behavior.

I used to lean down to their level, apply a gentle pinching pressure to that muscle that runs between your neck and your shoulder... and say, quietly and sweetly, "THAT is not how we act in public, and if you keep doing that, we will go back home and you will not come with me again." If they didn't straighten up, I took them home. Say what you're going to do, then do what you said. that's the only way they learn.

i think you should talk to your child first before you guys go out in public together. tell him the rules so that way it can sink in his head and he'll already know how to act in public. then if he refuses to act accordingly that is when you discipline him but it's best to do it sooner than later.

If you know your child is unmanageable, you probably shouldn't go out. If there's no other alternative, then try going to child-friendly areas.
My kids never had tantrums, so I wouldn't know what to do there.

it really depends on their age but i would say to either take them outside or to the car until they calm down.
