it doesn't matter how you get on the Internet, once your on any hacker can get into your computer and do what he wants. that's why there is all these security and firewall programs to make it harder for people to hack your computer.

The answer is YES, prevention is better then cure, so keeps all the security applications running and up to date. I believe it is unsafe to assume that a slow connection is safe as it is more difficult and time consuming to hack.

Theoretically yes, but it'd be very slow. Most bots look for faster connections now. You MIGHT have issues with Auto Dialers though.
