Iran is the most likely candidate.
Back during the bad old days of the Cold War there were two big nuclear powers, (US and USSR ) and China, France and the UK. India got the bomb, and Israel, bot none of them had arsenals anything close to what the superpowers had. f you were a small nation you could hook up with either the US or the USSR to defend you, and you didn't need the bomb.
After the USSR went out of buisness the smaller nations who did not like America lost anyone to protect them, and they had a whole lot of unemployed Russian Nuclear Scientists lying about. Pakistan got the bomb because they have allready had 3 wars with India, and the guy who ran their nuclear program sold anything he could to anyone who wanted anything.
The reason there wasn't a nuclear war before is deterance. In order for deterance to work you have to have A) The ability to nuke someone, B) They have to believe that you WILL nuke them and C) They have to not want to get nuked. When it comes to Iran there are serious quesitons (in their mind at least) as to both B and C there. Most folks think that the Iranians would consider it a "win" if they nuked Israel (Israel is small one or two bombs and they are literally GONE) and even if they did get hit back. Remember these are the guys that invented the suicide bomber... the most rational folks in the world they are not.
Scary, sad, but true.

The problem is not the nation. Most Nations would realize that they would suffer retaliatory strikes back!
The problem is a rouge Nation facilitating a Nuclear device to extremists who would then set it off without any particular Nation being held accountable!
That is the problem with Iran and N. Korea, as well as the divided Soviet Union!
Pakistan's lack of full sovereignty is also a very big concern! A coup there could be very disastrous!

Any physics student can make a bomb if they have the right material.
North Korea or Iran will if they are pushed into a corner, or feel like it.
