Is there any tack strip on stairs? Does tack strip go on each side of the stairs all the way down and on the treads themselves towards where your toes land when you walk? Any expert advice would be greatly appreciated.

Yes There is tack strips run right in that corner where the thread meets the riser. Two of them lengthwise, one on the riser, and one on the stair thread. Form a groove about 3/8 inch wide in that corner. Then you CUT the carpet to about that size for ONE STAIR THREAD + ONE RISER IN LENGTH and as wide as the youd want the carpet plus about 5 inch for foldovers as described below. ( so for a stairway youd have say like 13 cut pieces) Then and take a Brick Chisel and pound it into that goove that the two tack strips made.
( Brick Chisel is a flat chisel about 1/8 x 3 inch wide) The ends you simply fold over and drive in a regular black pointed tack to pull those down. Of course, you'd put padding between the nailed tack strips fastening that with regular staple gun. Simple thing to do once you do one or two steps.

Are you installing carpet on the entire stair, or installing a runner? (I just installed a runner on my back stairs today!)

But if you are installing carpet, it just goes on the runner, toward the back. Then you tack the carpet under the runner onto the tread.

So - - as you are going UP a step, the tack strip would be on the "step" part toward your toes. On the rise, the carpet would just be tacked with a staple.
