Really depends on the (implied) brackets. I would say do the divisions first, ie 7 - 1 = 6, but I'd also accept 21/2 or 4/3 or infinity or not-defined...

Remember order of operations, "PEMDAS" (parentheses, exponents, multiplication/division, addition/subtraction). First you must divide 21 by 3 (7) and 3 by 3 (1). 7 - 1 = 6.

You have not parethesis to tell you which function you should do first, so you must use the rules. You do your multiplication and division first before you add and subtract.
(21/3)-(3/3) =
7-1 = 6

The important thing here is that you do divisions first, before subtraction. So:
Evaluate 21 divided by 3
Evaluate 3 divided by 3
Subtract your second answer from your first answer.
