Here in San Diego: For the camera ticket to be valid in court, the photos must clearly show the front license plate and the driver's face. There would be some difficulty getting legally acceptable photos of the second and subsequent cars / drivers. The sensors do take photos of every car, though.

Depends on the set up of the camera. With the newer ones, it's triggered by the light turning red, and digital. As long as cars keep entering the intersection on red, it will continue to flash and store pictures on the hard drive.
