I would guess the Brits in the form of the Scots. The reason being is that the UK has had more freedom than other European countries. The government are now making sure that this comes to an end but Scotland will go on being inventive by going it alone

Frog below reinforces my point. All the Scottish inventions plus about three English ones = British, LOL.
And Monkey Man makes a good point about the Romans. I'll change "Romans" to "Greeks". It was certainly not the Germans or the French.
