You may need to use a better quality eye pencil. Cheap ones will smudge quite easily. Loreal has a good one. Or you could try a liquid eye liner if you have a steady hand.

Well if you use pencil liner, you can use a lighter and put it on the tip of your eye liner and wait a few seconds and put in on, and it'll dry so it doesn't go anywhere until you remove it.
