You need to have the original Guild Wars if you want to play Nightfall or Faction.
You don't need Nightfall to play Factions, and you don't need Factions to play Nightfall.
Nightfall and Factions are expansion packs.

No, you don't have to buy any of the other two to play one chapter. They are considered stand alones. You can buy them all and put them on one account and it will act as an expansion though.
If you're thinking of buying a chapter I'd recommend Nightfall over Factions any day. It's the latest, weapons are naturally better, you get heroes and some awesome skills. If you have any extra money you should go get Prophecies also. I guess it's just something about being the first chapter that makes it so great.
