let him move it to where ever he wants. A hamster will move around the cage and rearrange things to how they like. My hamster used to take all his food out of the dish and move it to the corner where he moved away all the woodchips from and put his food there. And keep his bedding in his food dish and sleep there. Hamsters just like to move stuff to where they like it. Let him put his bedding there. And in a few months he might decide to move some where else. That's just how they are.

Hamsters get very bored and he may be doing this for fun or he just may be comfortable with the bedding there keep it there. What is this thing? Hamsters tend to redecorate alot you may find bedding in places you didn't even know was there lol. But i assure you that there is no need to worry he will be fine and this is perfectly normal for a little hammy..

If the "thing" is causing you problems, take it away! Otherwise let the hamster do his own thing!
