If Puerto Galera, from Manila its 1.5 to 2hrs drive to Batangas pier then ferry of 1 hr & 45mins going to Puerto Galera. But I can recommend and book you to Eagle Point resort or vistamar. its 2 to 2.5 hrs drive from Manila. Its very good for diving and snorkeling. Or in San Juan Batangas - whitesand beach almost the same distance but the way in on the other side. Or Caylabne beach in Cavite almost same driving hour.

Anilao is the best for snorkeling, it's in Batangas only 2-3 hour drive.
Puerto galera is also ideal but you'll have to take a ferry (just 20minutes) from the port of batangas to midoro island where puerto galera is.
Also Caylabne Bay in Cavite, also 2-3hours travel from manila.. but it's not really recommended for snorkeling..just relaxing and sun bathing..the view along the way is perfect.

Try to go to Boracay, Bohol, Cebu, Baguio, Pangasinan, Tagaytay, and the Rizal Shrine(The Rizal Shrine is located in Manila). I believe that Boracay, Cebu and Bohol are beaches. Baguio is considered as the Summer Capital of the Philippines. It's because people go there during summer to cool off... Tagaytay is also cold compared to other places. The Rizal Shrine is a monument of the national hero of the Philippines, Dr. Jose Rizal... Hope I helped!

Go to Puerto Galera. The extra time and effort to get there is well worth it.
