Israel is not democratic, the Arab Israelis do not have the same rights as Jewish Israelis it is an apartheid state.

Measuring democracy by percentages between 1-100% is a very iffy buisness since it is a major debate, even among nations and peoples that are democractic, what exactly democracy is and what criteria you have to meet to be considered one.
In pther words, if you are gonig to measure it by percentages then no democracy is going to match 100% and you'd have endless debates over what the percetage really is.
So, I think it would be better if you asked if something is a democracy vs. a quasi democracy vs. barely a democacy vs. a non democracy.
And in that respect, Israel is a democracy.
As to someone's claim that Cyprus is the middle east's only democracy, I highly suggest you look up whether its an independant country or not. (The answer is no.)
As to other's claims that since Israel is building a wall that means it is not a democracy, that is quite irrelevant. Even if Israel DIDN'T have a good reason to build it (and its mostly a fence, btw, not a wall and they DO have a very good reason) that would not prove that they are not a democracy.
As is the case, all citizens get to vote, Arabs included. Everyone is represented. The rule of law, as it is understood from a liberal democratic point of view, is observed. There is freedom of the press. People's rights are guarenteed. Is it perfect in this regard? I'd say no. (Observe their latest scandals.) But based on any objective standard you'd apply to the US or Canada in what they'd be conisdered a democracy, so is Israel.

Try saying something not accepted by the Gov't. They're one the most racist (Apartheid) counties in the world. The wall they're building says it all.
