I don't know how they are smuggled in but it makes a good point. Even if we ran our entire society like the inside of a prison we'd still have a drug problem. Go ahead and mark down the war on drugs as another loss.

I WORKED AS A GUARD AT A PRISON THAT WAS MAXIMUM SECURITY FOR JUVENILE OFFENDER. MOST OF THE TIME DRUGS WOULD COME IN BY DIRTY GUARDS. THE PERSON INSIDE SETS UP SOMEONE ON THE OUT SIDE TO PAY THE GUARD. HE THEN SMUGGLES IT IN. ALSO PARENTS BRING DRUGS IN. IF THE MONEY IS ENOUGH ANYTHING CAN GO THOU THOSE WALLS.

Probably many different ways.
I once worked with a lady whose husband was a prison guard. I overheard her telling others her husband was selling drugs to the prisoners he was paid to watch over.
