I own a windowsXP Professional.I never had so much trouble(DELL) before.I have only had it for 2 months,and 7 things are wrong mostly memory recall if an illegal shutdown (act of god) takes place.(thats what insurance told me)now it is still under warranty but those people dont stand behind their agreement.I love going over peoples heads.All i want is to get it working like it used to.Have I blown an I.C.?

Reinstall everything from scratch from your XP disk. BUT FIRST go buy a surge protector, this is what they are designed for, they are worth the money.

Can you uninstall Windows and reinstall -- after you copy/backup any files you want to save.

With Windows XP, you need to figure out which you have on your hard drive - either NTFS or FAT32. 2a)

If you have NTFS, you need to wipe the drive with a special technique. (available at above link)

2b) If you have FAT32, you need to wipe the drive with a special technique. (available at above link)

3) Next you need to reinstall Windows XP. Reboot your computer with the Windows XP setup CD in the CDROM and let it boot into the Windows Setup screen. Let it load all the drivers. Then choose option 1 and start the clean installation. When it is done, reboot the computer.
