if you paid for it with pay pal, you can contact them and report it. It usually helps to email the seller several times if need be and let them know you haven't recieved the item and let them know you will give them bad feedback.
I had to leave bad feedback once and never got my item.
It can happen. Just be sure to only buy from sellers with high positive feedback. If you feel nervous, go with your feeling.

its really just according to how you paid for it. If you paid for it through paypal and they don't have a confirmation number then just file a claim and you'll get your money back. I've actually been on the bad end of these before when I sold something and shipped it off and then they filed a claim so i was out of my product and the money, but oh well it works, if you bought it with a money order or something I think you can file a claim through ebay but i think they take 25 bucks off the top so if its less than that i wouldn't even worry about it.

email the seller.
If no response, file an ebay complaint.
If you used a credit card to pay, ask them to reverse charges
