It does not matter what website I am going to, it is completely random. When the computer restarts it makes a loud vibrating, buzzing noise coming from inside the tower. Once the computer gets to the windows login screen the noise and vibration sound stops. What could be causing this to happen?

Sound like your power supply is on the fritz...check it out before it frys and takes your mother board with it.

Boy, viruses and system restore have nothing to do with an audible buzzing from the case. It sounds to me like you have a wire or something caught on your cooling fan inside the computer. The fan spins up fast while booting and slows down once Windows starts. That other guy may be right, it may be the built-in fan of the power supply, you'll have to take off the case cover to be sure. However, other fans include case (front and/or back and even top o' the case) and a fan on the CPU itself. As a result, the motherboard and CPU are heating up excessively. Some manufacturers design their motherboards to shut down when the temps are too high. All of this is assuming that the computer just quits in a snap and doesn't do a windows-style shut down, with that shut down screen.

Move the computer away from the wire, piece of paper or whatever is clogging the fan. Alternatively, open the computer and make sure the fan is clear. Don't touch any chips inside without grounding yourself first (touch some heavy chunk of metal or even the computer casew or power supply case). I've been known to take the dust buster to the inside, just be careful not to touch anything in there with it (plastic can also carry a static charge). Good luck.

I would be thinking hardware more than virus. As mentioned before... the power supply , but i would be thinking a heat problem as well. If the heat viens over the cpu are not keeping things cool ( dirty ) or the fan isnt working your comp will turn off or shut down. As apposed to melting the cpu.
If the stand offs are loose the mother board could be vibrating and that could shut it down. I'm sorry to say you have a problem that can be caused by a number of things. Take it to a professional and let them tell you. You could be like my GF and just have a lemon on your hands. That happens too.
