It depends on how complex a return you have. I would recommend that you learn to do your own taxes to know the effect it has on your decisions.
An accountant will help you on a difficult return and this is a good way to do it.

Depends on your situation. The net will not allow you to set things up in a way that is more favorable to you in the long run. It only knows what you report, and how you report it. A good accountant will cost you, but will be worth it if you can structure your situation to your benefit. Believe me there is a lot to this.
If you have a straightforward situation that you have an understanding of, then use the web or a program. As you get more complex in your tax situation, by all means seek a good accountant, one with a good reputation.
Good luck.

Either way will do, it just depends on how you want to do them. Every body's answers are correct. I like to do my own, as complex as they are. I like to know why things happen and what makes them happen, and what will make for a healthy tax return. Good luck.
