I don't want to join the marines either. But out of the rest can I join them? What must I do/What CAN I do?

some recruiter is BSing you . just pay your fine,community service and classes and go join your preferred branch.
ill give you a piece of advice for life...always stay on the right side of the DMV. pay tickets asap. in most of America, you cant do without a licence

It is my understanding that if you are charged with a felony in the US the service is one place you can not be a part of. By all means check with local recruitment.
