I'm not from California but from what I understand, most of their state laws will favor the consumer.
When I worked in retail, we had this happen all the time. Was the $449 tag actually for that product, ie had the description and information for that particular mixer? If so, then it is their tagging mistake and I would have sold it to you for that price. If the tag was clearly for a different product (like a guitar or different brand of mixer) and someone had dropped it onto that mixer, I probably wouldn't sell it for that price.
Did you show the tag to the manager? Usually if you can get the manager involved, they will take care of you. GC wants to make you a customer for life, not a one time sale.

I have worked in retail for several years, if an item is marked with a certain price, for example if the tag has the description of the item and the price, what we do is sell it for that price to that one customer and them fix the price so it is sold to the next consumer for the correct price. I do not know of any laws that govern this type of thing, but if it was still marked the same price the next time you went in there, I would consider this a major rip-off and report them to the Better Business Bureau. This would be considered false advertisement.

Technically, the store would be required to sell it to you at the advertised price. HOWEVER- check the ad. Most of them have in fine print a statment to the effect of:
We reserve the right to correct misprinted prices.
Or:
Price subject to change without notice.
Or:
Not available in all areas.
Now- since you're talking about a price directly under it, rather than in an ad: Can they argue that someone moved the price there? Can they claim it wasn't for that item? If they have no loopholes, they HAVE to sell it at that price. But....most likely they have lawyers....and if they do, they have loopholes. Still, I'd make a big fuss. Often, if you do, you'll get the cheaper price just to shut you up.

YES you should get it for the price they have it marked at. I have made the clerk get the manager many times to give me the price they have it marked as. I am the customer who IS ALWAYS RIGHT !!
Mistakes happen but then you better fix it damn quick if you see me coming for I will get it at the cheaper price or you will be having a bad day ! ha ha !

I don`t know of any laws concerning this but store is responsible for priceing if it was wrong they made the mistake and should seel it for the price marked that is customer relations
