No. Visine causes constriction of the blood vessels of the white part of the eye. That makes it look better but is not therapeutically beneficial in any way. It is essentially depriving the sclera and conjunctiva of essential nutrients.

I tell my patients all the time to never use visine for any reason.

Lets say i am no a doc and not even close to that, but just thinking you have a good question here. To think of it like that when you put visine in your eye or any other good eye drops, what you do? We usually blink, move eyes up and down and that is probably the most eyez will get when it comes to execise for the day. I guess if we do it all the time without visine it would be good for muscle strains too....I heared that sometimes it is a good relaxer for your period if you just close your eyez and move them different directions for good 15-30 min. It helps to relax, work your eye muscle strains and most likely will put you to sleep for a short cat nap. :))
