As far as staying power and non-smudging, is a liquid eyeliner generally better than a gel in a pot?

I've been using a gel eyeliner and it totally sucks. Liquid works best but a kohl pencil is the winner hands down. It's much more natural and easier to work with.

First I added foundation -> eyeshadow -> Eyeliner -> than Liquid and it stays on for a long time

Yes, but it can look less natural.
