Star Trek II - The Wrath of Khan is the best, though I also like The Voyage Home, The Undiscovered Country and Insurrection almost as well.
The Wrath of Khan was an exciting, moving and awesome return to the characters and values of the original series after the ponderous first movie. Khan's return,. the revelations about Kirk's son, the marvels of Project Genesis, a sexy Vulcan/Romulan ensign aboard the Enterprise, a heckuva couple of terrific space battles and the sacrifice of Spock for the safety of the ship, all contributed to a fine movie!

Wrath of Khan. Star Trek is not generally action-based and this is the most action-based Trek movie, but it did also have good character scenes and dealt with their aging in a way that makes them real characters, unlike, say, James Bond. IV is close to the spirit of the TV shows, with its social relevance, but is not as exciting as ll.

A few people have named Generations, but the writers' commentary on the DVD admits that they did not make as much of the meeting of the two captains as they could have. Having them cook eggs together was not a great idea.

For the original series: "The Wrath of Khan" with "Undiscovered Country" a close second for me. Both have exciting, interesting plotlines.

For the Next Generation crew: "Insurrection"
