The correct term is pollarding. They pollard the London Plane Trees (a type of sycamore) in Europe. It is not good for the trees, and personally I think it looks ugly.

To "top" or "topping" your tree. This means to trim the branches back to stubs. This method is NOT recommended by most arborists and is very damaging to your tree. I call it stupid-- weakens the tree-- causes lost branches in the next few years. If you want to get rid of it-- just cut it down!
