When driving, there is vibration coming from the passneger side tire. It sounds like the tire is about to fall off. Could a bad tire cause this?

Yes it can. You may have a broken belt in the tire. Run your hand along the tread, if it does not feel flat and smooth, have a tire place look at it. You may also have an out of balance tir, does it vibrate all the time or just at certain speeds, if it comes and goes as your speed increases or decreases, then it could be out of balance. You should also have the wheel bearing check as this could be a serious problem

You do not say if it is a front or rear tire. You do not state if your car is front or rear wheel drive. But I will try to answer anyway.

This can be caused by a number of things. Loose lug nuts. (The things that hold the wheel to the rotor or axle) A badly balanced tire or bent rim, a bad bearing, or a bad CV joint. (Front wheel drive cars have CV joints.) Bent or broken suspension parts.

I would advise you check the nuts that hold the wheel to the axle first.Next look for a bubble or blister on the tire that might be making it out of round. Look for a dent etc. in the rim. Grab the tire and shake the heck out of it and see if it moves or rattles. (This is a bad bearing , joint, or loose nuts on the wheel.) I would not advise you to continue to drive the car as it could be very dangerous to do so. Get the car to a mechanic as soon as you can to be safe. No matter what is causing this problem it will only get worse.

yes it could, check to see if the lug nuts are tight first and then look at the tire to see if there is a buldge in it, possible belt shifted in the tire if a steel belted tire will cause a lot of problems.
