yah, get a waterproof eyeliner. and also try putting a cote of irredescant powder over it so it holds it inplace.

No matter how much you pay for an eyeliner pencil they all seem to have a tendency to do this. This seems to help me: use a q-tip with loose powder on the lower lid, apply the pencil, then powder again. A good brand of liquid eyeliner will eliminate this, but you might have to practice to get the look you want as they are not as "forgiving" as a pencil.

i put powder under and on my eyelid before i apply my pencil eyeliner and this doesn't happen to me. i use a really inexpensive eyeliner too. might be worth trying, rimmel in jet black.

A good wy to keep it on is to use a liguid eye liner. Since it drys, it's harder to get off.
OR
Wet some eyeshadow, or eye shimmer and put it on where your eyeliner is, it drys, and keeps it in place!

Try a liquid liner. It may smear at first, but the difference is amazing. If you really need pencil, try Almay...it works.

use a water proof eyeliner or maybelline has a eyeliner that last 12 hours long. they sell it at walmart.
