It's a speech by the president to the Congress, specific government officials, and basically the world. It is a time for the President to suggest things to be decided upon by Congress and to state what he thinks is going on in the nation. The "union" in state of the union is America and he is basically saying the "state of the union", the condition of America.

The state of the union is strong! If you mean to ask what the state of our union is. If you mean what it is literally, it is a speech the president of the United States must make to Congress once a year. The Constitution says that the president must make a speech to Congress each year advising them on the state of the union, hence the title of the speech is the state of the union. It was suppose to be a yearly speech that a President would make that told all Americans his great plans for the future. Bush, has used as war criminal speech and he will never stay his full term out. There is noway that America is going to stand by and watch our country be bomb to pieces because of a crazy President.
