Any major structural adittions are subject to local review whether they be fixed or transportable. This safeguard insures neighborly co-habitatation on an equall standing. Our society has evolved rights that involve non- interfearence as a general rule. If you can prove that local ordinances are being met with granted permits and that abstractions are not involved then you should be able to progress reguardless of objections. Be wary of legal challenges before commencing project contracts. A good lawyer can pave this winding road.

Not in the USA.........EPA standards you must have 3 acres to accomodate a house or mobile home. Unless you live on less property
and it has a septic system in place before the law was passed. Since you call it a caravan , you are either living in UK or just moved to USA.
Either way good Luck!

probably is the short answer as it may be a change of "use". Depends where you live also.
Any buildings or structures over 6 feet will inevitably need planning permission. Consult a local builder who will know or your solicitor.
