To me it means:
Leaving Iraq with a functioning government free from threat by its neighbors and internal dissidents.
Leaving Iraq with an open society, free from persecution and oppression.
Leaving Iraq with no concern that it is a breeding ground for radical terrorists.

I think it means a strong government that is capable of standing up to Iran and Syria and preventing factional conflict...without oppressing it own people.
