Can you have no cell phone connection and use a calling card or a 3 cent a min. number?

Can you use a calling card with no phone serveice on a cell phone? Because I want a cell phone, but I can't afford 50$ a month. Or do you know a cheap cell phone serveice in the USA like 15$ a month etc.?
