It's Disney, they have to give certain characters a mascot of sorts. I don't think there's any real way to explain it other than it's just a gimmick they used for a laugh and nothing more. I think you're trying to read more into it that what most Disney writers and animators would have even thought about it. But as they are all mascot characters I guess the animators or writers just thought it would be funny for Quasimodo's mascots the gargoyles and Esmerelda's the goat interact for a brief scene. I mean think, it happens just once and never happens again.
