There is only one proper way to repair a tire, and that is from the inside with a patch or combination patch/plug.
Plugging a tire from the outside (using a rope plug and plunger) is not an acceptable repair method. This is a holdover from the bias-ply era that is not only dangerous but voids the manufacturers warranty on your tire. Such repairs can actually cause more damage to the tire by separating the belts inside the tire and because the tire is not dismounted from the rim, the tire can not be inspected for internal damage. Having repaired thousands of tires, I can tell you I have seen plenty that look fine on the outside after having gone flat but are absolutely destroyed on the inside.
Repairs can only be done in the center tread area. Anything in the shoulder area, sidewall or bead is terminal.

Plugs work if the hole is in the tread. You can't fix a tire with a hole in the sidewall.
