That's the number one problem with public education, it's run by the government.
The government's only purpose is to protect the rights of the individual, by banning the initiation of force making relations between men peaceful, i.e., free from the threat of violence and fraud.

Unfortunately, the government gets the fault when some individual school systems fail to follow the Grade Level Expectancy Guidelines. You can go online to your state website and check-out the education info. Most states will have GLEC's that you can print out and compare to your local school system. It is amazing what gets done and what doesn't get done.

Maybe it is the student's fault as well? The fault of government would lie in the lack of quality provided in said education.

Because everyone is forced to pay taxes that go towards the government paid schools. It is the governments job to make sure that this service (which is mandatory for all children) be carried out successfully.
If they would relinquish the duty over to a private sector, then they would no longer be responsible for providing quality education for our children.

The whole purpose of the government is to provide vital services to the community. THAT'S WHAT THEIR JOB IS!
Your paying them taxes to build and maintain schools and provide your children with a proper education. If that's not happening, they're supposed to fix it. If they don't, they're not doing their job.
It's too bad people have been brainwashed into thinking the government shouldn't be blamed for things like poor educational services. Now they want to privatize schools. They'll still want to keep their jobs, but they want to pass off their responsibilities to private corporations.
That kind of thinking sure reflects poorly on our education system, don't you think?

I'd say because the government forces people to attend schools. If these kids are not learning, whose fault would you think it is? Many now homeschool, because their kids have learned nothing--except perhaps violence, illegal activities, and disrespect.
If parents weren't forced to work in meaningless, dead-end, low-paying jobs--many more would homeschool their kids--for reasons of education, safety, and to try to raise their child right--which they won't be if left in the school system.
