..Does the heifer or young cow need to give births to young ones before being able to give milk?

yes that is how milk is produced the cow has to have a calf to produce milk

I think it depends on the breed you are dealing with. Angus and Limousine cattle are bred to produce more beef and less milk so that when they do not have a calf they may not produce any milk at all whereas a dairy cow will produce milk constantly regardless of their current fertility status. So I think it's all in the breeding. A heifer becomes a cow after it gives birth. So if the heifer in question is pregnant then it will start producing milk before it gives birth. How soon before I have know idea. That probably varies from one breed to the next also.

The cow/heifer will need to have a calf to produce milk, she won't produce until the calf is born.

In a organic putting cows will basically produce milk to feed the calf. After the calf is weaned the cow will stop milk production. besides the shown fact that, while gadget milked, the stimulus to offer milk maintains long after a cow might routinely stop producing milk.
