Do you mean Walt Brown? He is a creationist who proposed the "hydroplate" theory, which states that Earth's crust previously floated on a subterranean layer of water, and that the Biblical flood of Noah was casued by the rupturing of Earth's crust and subsequent outpouring of that water.

Don't let his degree in mechanical engineering fool you into thinking his ideas about geology are sound, scientific theories. He's a quack. There was no flood. It's a 4000 year-old religious myth.

The earth has never had a global flood. There is no evidence for it. There have been lots of local floods and a few really big ones but a global flood is impossible. People living in China at the time of the supposed flood didn't seem to notice it and there is no record of it in the icecaps of either Greenland or Antarctica - and the Antarctic ice is a quarter of a million years old or more.

I am not sure who the H.B.Brown you mention is but there is a Walt Brown who has said a lot on the subject.
His comments indicate exactly how far creationists will go in their denial of clearly provable facts to try and make their pseudo-scientific rubbish sound plausible to the uneducated. There never has been a "Cataclysmic World Flood" and if you try for a thousand years you will never find evidence of one. The man is a arch-charlatan in the high tradition of creationist charlatans and should be treated with the disdain he deserves.
