it must be good for SENSITIVE eyes and SKIN(prone to breakouts) even around the eye area.

it must not TUG AT EYELASHES, because my eyelashes have a tendancy to FALL OUT easily.

and it must be able to remove WATERPROOF eyeliner and mascara.

I would recommend the oil free eye makup remover by Mary Kay. It takes off your eye makeup gently and doesnt burn your eyes. I put it on those cotton rounds or a cotton ball found at Wal-mart. Takes all my eye makeup off even my waterproof mascara (by Mary Kay). It's pretty affordable. $14.

The best eye makeup remover is Cetaphil. Its made for sensitive skin, wont clog pores and you can find it at any drugstore. Its the only one I can use that doesnt sting my eyes and it takes off everything. Plus people in the biz swear by it or so i hear.

there's one from l'oreal i think and it's for sensitive skin. Im' pretty sure it removes waterproof stuff cuz i use it. And as for pulling at your lashes, i don't think a liquid can do that, only you can.
If you're wanting a cheaper versoin that works REALLY well use Vaseline. You heard me. Just make sure not to use to much and don't get it IN your eyes or it gets painful.....sort of.

Walmart has really good eye makeup remover pads and they are at a reallt good price (about $3 for about 50)

I have tried them all...the absolute best thing I have ever used is baby oil. It never clogged my pores, and I have bad skin, and it removes it all, it doesn't matter if it's waterproof or not.

Mary kay eye makeup remover -- IT'S NOT GREASY ....I love it. I will use no other. All the other removers i've tried are sooo greasy that all I can see is blur for the next day. try MK it might help.
