In 2005, over 16,000 people died from alcohol related traffic accidents, in the US alone.

For comparison, 800 US soldiers died in the same time period in Iraq.

What to do about this?

Well, there's not much that can be done about it since alcohol is a legal product. You can't eliminate all the risk in living if you want personal choice. What you CAN do is make better choices ... such as not drinking and driving, but that won't eliminate the possibility that the other person coming toward you in the other lane isn’t totally drunk out of their mind and will swerve over and kill you.

If we want a society with personal choice and with little restriction (i.e., prohibition such as they had from 1920 - 1933 in America), then it's up to you to make the right choice and not complain if someone else has made a personal choice to get drunk and kill you with their car.

Quid pro quo.

They tried Prohibition about 80 years ago, it did not work, it gave rise to organized crime, so I would not try making it illegal again. There are other ways to discourage people from drinking, I would have a team of psychologists and good ad men get on it and develop a public relations campaign to get people to either quit drinking or drink less. The US already has the highest prison population in the world largely because of the War On Drugs, I do not want to see millions more locked up on yet another victimless crime misguided moral crusade.

What can you do except raise the penalties. I say after one DU, license gone for a year. Now the cost per DUI for the perpetrator is about $10,000 (fines, lawyer, and all). It still must not be high enough, evidently.

The government will not get rid or cut back alcohol sales although it is no better than hard drugs. I have seen so many people change completely when ratassed.
