Bread was traditionally sold by weight. As moisture evaporates in the baking process the weight of the rolls/ baps. could not be guaranteed. The penalty in England for selling a short measure was hanging. To save a one way trip to the gallows bakers increased the number of rolls to compensate.

A dozen is 12 and a Baker's dozen is 13. In case he drops one.

I think Pete T is correct.
I had always heard that in the past bread was sold by weight, and a bread roll was supposed to weigh a certain amount.
But just in case some of the rolls were a bit small and so weighed less than they should, the baker would always put an extra (13th) roll in the bag to ensure the customer got the full amount they were paying for.

a bakers dozen is 13, the extra one is to ensure that they could not be accused of selling people short.

13 & one was for taking to the bakers wife or for testing just in case one of the others wasnt right.

Bakers used to put one extra cake / roll etc, into a box of twelve in case one was burnt, mis-shapen or missing. This is because it was illegal in the reign of Henry VIII to under-sell to subjects.
