I agree with Orlik that is the best way to go. However, I would fly Asian Spirit instead of Seair because Seair has real dumpy little planes. Have fun!!

There are no direct links from Bohol to Boracay. Boracay is a small island and does not have an airport or big wharfs to accommodate ships. You have to go to Cebu City and take a plane to Caticlan town which is the closet airport to Boracay Island. From Caticlan, go the wharf and take those outrigger boats for Boracay.
Check Asian Spirit website for flight schedules from Cebu-Caticlan

From Bohol, take a ferry going to Cebu pier then a land travel going to Mactan airport then take a flight going to Caticlan airport. then a land travel for 10 to 15mins and a 20mins boat ride going to Boracay. JLT Travel can help you arrange your tour to Boracay.

You can take a 45 minutes ferry from Tagbilaran to Cebu. From Cebu, Seaire flies to Boracay via Caticlan.
