It means that your PSP can't receive it's IP address from your DHCP server. It asked for it to assign it one, but it never got a response so after awhile, it gave up. Make sure your WiFi settings are all correct and that your router isn't blacklisting your PSP's MAC address (or only allowing MAC addresses in its list and the PSP isn't there).
